According to news sources, the survey where the result was based is not scientific.
Metropolitan Manila Development Authority (MMDA) chairman Francis Tolentino reportedly questioned the basis of the list, if it was on the discipline of drivers, kind of roads or volume of vehicles.
Tolentino reportedly said that it’s not right to compare Manila to the U.S. and U.K. as they have rich financial
resources for infrastructure projects.
