According to the information on its website, the TESDA Online Program (TOP) aims to make technical education more accessible to Filipino Citizens thru the use of internet technology.
The program is created for students, out-of-school youths, unemployed adults, workers, professionals, overseas Filipino workers (OFWs) who would like to take TESDA courses at their own pace and at their own time at the comfort of their desktops or laptop computers.

The online courses are free but registration is required to be able to access the courses. As the TOP is still in its incubation stage, no online assessment or training certificate is available online. However those who finish the course can opt to go for a face-to-face assessment for National Certification at any TESDA accredited assessment center or venue.

Online courses offer students opportunities to learn in new ways and makes learning available to many who cannot attend a traditional class. However, online courses are not for everybody, just as not every student is successful in traditional college classes.
