No less than Ombudsman Conchita Carpio-Morales said that it is possible.
“I don’t see any reason why there is no chance for me to file...if that is warranted,” Morales said when asked by senator-judge Miriam Defensor-Santiago about the matter.
Taking the witness stand for the second time on Tuesday, May 15, 2012, the Ombudman was pressed by Santiago if she would file a case in December. Morales replied in the affirmative.
A day earlier, Morales debuted in Corona’s impeachment trial as a hostile witness. She brought with her and presented to the Senate, sitting as an impeachment court, an Anti-Money Laundering Council (AMLC) report on the alleged multi-million dollar bank deposits of the Chief Justice.
